Monitoring and Evaluation Specialist (Riwash)

Location: Based in Jaffna with travel to the targeted field areas

Job Profile

The Monitoring and Evaluation (M&E) Specialist will be responsible for overseeing the implementation of the project’s monitoring and evaluation activities, designing M&E frameworks and in ensuring compliance of in-program monitoring. The position will also be responsible for designing tools for periodic evaluations to inform project design and for the production of timely quality reports.

S/he will establish M&E systems, design data gathering instruments and develop an indicator monitoring database capable of providing timely management information for all stakeholders. S/he will train staff, partners and stakeholders in correct data gathering and reporting, manage the indicator monitoring database and monitor the project outputs. S/he will provide leadership in compilation, analysis and reporting of data to ensure that reports are submitted on schedule as per donor requirement

Education, Knowledge and Experience:

– Bachelor’s degree in a relevant discipline (Masters preferred) with minimum three years experience in monitoring and evaluating development programs particularly such as Water, Sanitation and Hygiene (WASH), Gender, Good Governance or other relevant experience in local or international context.
– Knowledge in social research methodologies (quantitative and qualitative) and statistical analysis packages is essential, with skills and experience in the use of monitoring and evaluation tools (eg: Knowledge Practice Coverage Quality Assurance Sampling)
– Thorough familiarity with principles and current approaches to monitoring and evaluation of development programs using both quantitative and qualitative methods.
– Demonstrated skills in performance measurement; indicator selection; quantitative and qualitative data collection and analysis methodologies; database management etc.
– Understanding of Bilateral Government regulations, expectations and trends in monitoring and evaluation
– Excellent communications and report writing skills in English with good communication skills in Tamil and/or Sinhala
– Be creative and innovative in establishing M&E systems and the dissemination of information to the relevant stakeholders
