Background

The Bar Association of Sri Lanka (BASL) is a voluntary, professional association of attorneys-at-law in Sri Lanka. Since its creation in 1975. the BASL has endeavored to serve its membership through a variety of programs and activities aimed at maintaining professionalism in the bar. However. with a recent commitment of financial support from the U.S. government, the BASI, is planning to expand and improve the quality of services through the establishment of a Program Committee (PC), Specifically, the PC‘ will be responsible for providing support services
to BASL in implementing the Civil Society initiatives to Promote the Rule of Law (CSI.ROL) program funded by the USAID and implemented by the Millennium Development Professionals Inc. (Millennium DPI), USA in a reliable, cost effective. beneficiary results-oriented and accountable manner.

Job Description:

The incumbent will work under the direct supervision of the Bar Association of Sri Lanka and in close coordination with line management staff of the Millennium Development Professionals Inc.. USA. He She will be a full time employee and member of the management team. He She shall be reporting directly to President of the Bar Association of Sri Lanka.

This position is reserved for an individual with substantial legal research, writing and publication experience capable of leading the BASL in the development of its capacity to:

– Deliver research regarding the quality and efficacy of Sri Lanka’s judicial system, in order to inform government programs designed to improve judicial performance.
– Deliver timely, research-based publications advocating on public policy matters using evidence-based assessments.
– Partner with similarly-driven civil society organizations and educational institutions in the identification and dissemination of strategic perspectives on emerging issues considered essential for the protection and improvement of civil liberties and human rights in Sri Lanka.

His her main duties shall be as follows:

– Developing and managing the BASL Research Program and Field Survey in Research Unit of BASL by providing effective coordination. proper planning, efficient monitoring, quality product delivery oriented services based on best practices and humanitarian principles
– Developing and implementing annual research work plan of CSIROL activities, organize the research program events refer to the annual work plans
– Ensuring that research outputs (Publications) meet acceptable quality standards
-Submit quarterly progress reports to the Supervisor and MDPI management staff on status of the research and survey: submit individual monthly reports to BASL on the status of the researches being delivered: prepare semiannual and annual reports including trends and research implementation and performance analysis. monitoring of resources
and research and survey results achieved
– Conduct annual BASL research presentation program to disseminate all BASL-led research findings to the relevant audience.
– Liaise and coordinate closely with all parties, organizations and institutions to ensure a speedy and effective execution of research projects, providing substantive guiding inputs on programmatic and operational matters. as appropriate
– Set up quality standards of activities of work plan and to work obtaining relevant approvals.
– Conduct CSI.ROL related any field programs guided and approved by BASL, including regular field visits
– Ensnu‘e CSI.ROL research program processes with USAID rules, regulations and standard practices
– Ensure the efficient use of all resources entrusted to the BASL, with proper accountability and transparency
– To perform any additional work-related tasks as requested by the Supervisor (President of BASL or nominated officer of the President of BASL.

Requirements

– Advanced university degree preferably in Law; Development Studies. Statistical and social Research (Masters preferred).
– Proven ability to lead legal research, write, and edit written products for publication
– At least 8 years of progressive professional experience in research program management with particular emphasis in direct engagements
– At least 2 years of related international donor funded research experience: similar experience in the INGO/USAID sector would be a great advantage:
– Good knowledge of USAID rules. regulations and manuals (Conduct research programming). research ethics and policies and programming in crisis and post-crisis situations
– Good knowledge of database management. data processing and strong analytical skills
– Mature personality, excellent planning, managerial and team building skills and competence in a multidisciplinary setting
– Proven ability to facilitate and manage complex operations and to maximize synergies effectively
– Strong communications skills (written and oral), fluent in English, team player and self-starter
– Excellent command of MS Office applications, SPSS and other statistical software
– Ability to work under pressure and to meet strict deadlines
