The Colombo Plan for Cooperative Economic and Social Development in Asia and Pacific, which has its headquarters in Colombo, Sri Lanka, is an inter-governmental organization with a membership of 27 countries in the Asia-Pacific region. Applications are hereby invited from qualified and experienced expatriate and local personnel for the above post based in Colombo, which meets the required criteria:

Colombo Plan Drug Advisory Programme:

The Drug Advisory Programme (DAP) is the only regional intergovernmental programme exclusively aimed at capacity building for drug demand reduction in the Asia and Pacific Region. During the last three decades the DAP has assisted member counties in initiating the process of policy evolution, in finding appropriate solutions on a bilateral and/or multi-lateral basis and in encouraging national efforts among member countries towards drug demand reduction.

Data Analyst will report to DAP Director and assist the director on monitoring and evaluation data under Project Monitoring Plan (PMP) and data collection template of all DAP Projects. Data analyst will be responsible for and serves as the focal point for managing and monitoring datasets, data tracking and data analysis in the programme based on the PMP and DCT. He/ She will represent and uphold the vision, mission and values of the Colombo Plan while guiding and collaborating with implementing partners.

Job Duties/Main Responsibilities:

■ Receive, extract, transform and load data received from each data provider and stakeholder to be processed and loaded into the DAP back-end database
■ Importing, cleaning, transforming, validating or modeling data with the purpose of understanding or making conclusions from the data for decision making purposes.
■ Presenting data in charts, graphs, tables, designing and developing relational databases for collecting data and in some organizations it also includes building or designing data input or data collection screens.
■ Develop interactive reports, dashboards and data visualizations using Tableu Software. Using Tableu software, undertake ad-hoc data analyst, trend analysis, and root cause analysis to gain better insight into project performance and tracks against expected outcomes.
■ Responsible for quarterly review, preparation and submission of output data on all project-related activities through data collection template.
■ The data analyst may have to write Data Definition Language or Data Manipulation Language SQL commands, be responsible for improving data quality and for designing or presenting conclusions gained from analyzing data using statistical tools like Microsoft Excel, SAS, SPSS and others.
■ Carryout other duties as and they arise as per guidance of DAP Director.
■ Secure confidentiality of all interactions, data and records at all times.

■ Understands how to best present data to support decision makers.
■ Ability to adapt to different software tools or techniques.
■ Excellent interpersonal skills, proven networking, team-building, decision-making, organizational and written and spoken communication skills.

Qualification:

■ Master’s Degree- preferably in Project Management, Monitoring & Evaluation, Statistics, or other relevant field. A first level university degree in combination with qualifying experience below may be accepted in lieu of a Master’s degree.
■ Must have minimum of 5 years of SPSS/complex Microsoft Excel experience including functions, pivot tables, lookups, filters, named ranges, etc and skilled in using Tableau software for data analysis.
