Monitoring and Evaluation Specialist

Locations — Colombo & Other Field-Based Locations across Sri Lanka (With extensive travel)

Job Profile:

The Monitoring and Evaluation (M&E) Specialist will be responsible for overseeing the implementation of the project’s monitoring and evaluation activities, designing M&E frameworks and in ensuring compliance of in-program monitoring. The position will also be responsible for designing tools for periodic evaluations to inform project design and for the production of timely quality reports.

S/he will establish M&E systems, design data gathering instruments and develop an indicator monitoring database capable of providing timely management information for all stakeholders. S/he will train staff, partners and stakeholders in correct data gathering and reporting, manage the indicator monitoring database and monitor the project outputs. S/he will provide leadership in compilation, analysis and reporting of data to ensure that reports are submitted on schedule as per donor requirement.

Knowledge, skills & abilities

• Bachelor’s degree in Economics, Agriculture, Operational Research, Statistics, Development Studies or related discipline
• Minimum three years’ experience in monitoring and evaluating development programs with a good understanding of Sri Lanka’s development context, with an aptitude for technical report writing and good understanding of M &E Systems and Frameworks.
• Skills and experience in monitoring and evaluation tools (eg: Knowledge Practice Coverage Quality Assurance Sampling and qualitative research) and statistical software packages such as SPSS.
• Thorough familiarity with principles and current approaches to monitoring and evaluation of development programs using both quantitative and qualitative methods.
• Demonstrated ability for performance measurement; indicator selection; quantitative and qualitative data collection and analysis methodologies; database management etc.
• Understanding of Bilateral Government regulations, expectations and trends in monitoring and evaluation
• Excellent communications and report writing skills in English
• Working knowledge of at least one local language – Sinhala/Tamil is preferred
