Project Background:
This five year project commenced in 2010 and will be completed in June 2015. Its main objective has been to address socio-economic exclusion and economic inequality through economic empowerment and decent employment of the most vulnerable and conflict-affected communities in Northern Sri Lanka. The project has focused on a sector approach and identified public private partnerships between the Pvt Sector and primary producer organizations as key features of its efforts. A number of Public Private Partnerships (PPP) have been implemented. Key tools utilized have included sector studies, and gender sensitive value chain studies.
Key partners have been private sector companies, The Department of Cooperative Development and a number of individual cooperatives in the Paddy, Fruit and Vegetables and Fishery sectors.
In the second phase the project will focus on developing the capacity of the individual cooperatives through the Department of Cooperative Development to enhance their capacity to negotiate and partner with private sector companies so as to improve their terms of trade and by doing so enhance the levels and quality of services to their members.
At another level the project will support both private and public sectors to enhance their capacities to provide opportunities for women and people with disabilities to access decent employment (including self employment) through direct employed or through support to new or improved linkages in value chains.
Main duties :
The Field Assistant will work under the direct supervision of the National Project Coordinator (NPC) and overall supervision of the Director of the ILO Country Office for Sri Lanka and the Maldives.
– Monitoring project activities by reviewing a variety of records, including control plans, progress reports, project inputs, budgets and financial expenditures, undertaking field visits when deemed necessary;
– Preparing budgets, service agreements and financial reporting;
– Contributing to the preparation of reports, project documents and submissions to the Government by providing information, preparing tables and drafting routine correspondence;
– Preparing background information for use in discussions with Government and other organizations;
– Participating in the briefing and debriefing of project personnel;
– Assisting with preparation of briefs, proposals, summaries and reports in connection with meetings/workshops;
– Scrutinizing plans of operation and taking appropriate follow-up action;
– Representing the ILO at district-level livelihood coordination mechanisms;
– Mobilizing communities in project locations
– Assisting in the administrative processing of Government requests for assistance
– Perform other duties as may be assigned by the supervisor.
Required professional qualification:
Education: University degree in a relevant field.
Experience: Five years experience in participatory planning and/or implementing,monitoring development projects/programmes on community-based local economic recovery and development.Working experience with other UN agencies, especially in the North, would be an added advantage.
Competencies:
Knowledge of rules and procedures related to the various components of the project and programme area. Knowledge of the office’s operations. Ability to work with word processing and spreadsheet software, as well as computer software packages required for work. Ability to work well with colleagues.Ability to organize own work.Ability to maintain records and prepare clerical reports and statements.Ability to work in a team and to work under pressure.Must demonstrate responsible behavior and attention to detail.
Languages :Excellent command of spoken and written English and Tamil are essential.
